Drinking water crisis: Roing DC inspects restoration works

ROING, Oct19:  Lower Dibang Valley Deputy Commissioner Shiv Kumar today inspected the on-going restoration work of Hydro power intake point channel at Deopani which was damaged during the recent floods. Stating that the intake point is the only source of power and water supply to the Roing Township, DC instructed all executing agencies to press the manpower and machineries to complete the restoration work as early as possible. DC was accompanied by  S.Pertin, E.E PHED,Alokong Perme, DDMO, Hydro Power, EE,  Oseng Apum, A.E, Hydro power and Technical official of PHED during inspection.

Meanwhile the department of PHED Roing in a release said that since last April, 2012,  Roing Township and its adjacent villages have been facing acute shortage of drinking water due to disruption of  water supply structures during the  torrential rain. It said that the town is relying on water tankers.  Due to non-available of departmental tanker, PHE & WS, Roing is using hired tankers, truck and tractors for distribution of drinking water, it added.

Dengue spreads to new areas

ITANAGAR, Oct 19: Dengue fever has spread to new areas causing grave concern to health department. After East Siang, Dengue has now been reported from West Siang, Upper Siang and Papum Pare.

According to a health department release, out of ‘586’ blood samples collected from suspected dengue cases, ‘165’ have been tested positive for dengue NS1-Antigen and 93 samples had IgM antibody in their blood.  

Dengue case was first detected in Pasighat, East Siang in August last.

Dengue Fever also known as “Break Bone Fever” (Haddi Tod Bukhar in Hindi), is an acute febrile illness of 2-7 days duration (sometimes with two peaks) with  headache, retro-orbital pain (pain behind eye-ball), muscle pain & Joint pain, rash, Haemorrhagic manifestation and leucopenia (decrease white blood cell count). Dengue Haemorrhagic Fever (DHF) and Dengue Shock Syndrome (DSS) are serious complications.

Dengue fever is transmitted through female Aedes mosquito with dengue virus. This mosquitos bite during daytime. It breeds in clean water by laying its eggs on the side of containers like opened overhead water tank, empty tyres, tins, bottles, coconut shells, flower vases and in air-coolers etc.

The Health Department has initiated testings by ELISA in the Arunachal State Hospital Naharlagun for dengue suspected cases. It has also planned to start “Fogging operations”, with chemical Malathione as insecticide in selected sectors in the Capital Complex where dengue cases are reported, State Epidemiologist Dr. L Jampa informed, and appealed people not to panic over dengue cases as all control measures are being taken. Entomological surveillance to identify the vector and IEC/BCC activities is set in motion by the health department, he added.

 

 

It was a state cabinet decision, clarifies Mission Director

ITANAGAR, Oct 19: Extinguishment or abolition of the posts of Medical Officers (Allopathic, Dental & AYUSH) under NRHM was purely a State Cabinet decision which are regularized and inducted into the State Health Service, claimed Mission Director of NRHM while clarifying a news item published in this daily  recently.

“This was intended to avoid duplication in the aggregate number of posts in the State besides providing space for other developmental activities in the NRHM budget and action plan,” the Mission Director said in a release.

“The NRHM policy adopted by the Govt. also envisages that over the years of its implementation, there should be progressive increase in the number of regular doctors under the State Govt. with proportionate decrease in their number under NRHM.”

The State Programme Implementation Plan (PlP), in which budgetary estimate was projected for Medical Officers, was prepared and submitted months before the doctors were regularized into the State Health Service, the release informed. “In other words, the budget was estimated for the doctors during their incumbency under NRHM. After their regularization, it is at the discretion of the State Govt. to utilize the fund on other priority activities under the concept of flexi-pool funding, it said.

Under NRHM, funding is not done specifically for any category of employees or activity. The concept of flexi-pool funding is in vogue under NRHM in which funding is done for the whole budget with the flexibility for the implementing agency to allocate the sanctioned fund among different approved activities as per their requirement and priority.

Hence, the suggestion in the news item that NRHM fund has been specifically sanctioned for Medical Officers is factually wrong, it claimed.

 

 

SIT to probe missing IPS officer's case

Itanagar, Oct 19:  The Arunachal Pradesh government on Friday handed over the case of missing IPS officer MS Chauhan to a Special Investigation Team (SIT) of the state police, official sources said. Chauhan, who is the SP of the Special Investigation Cell of the state police, went missing mysteriously from Tippi on Tuesday when he was going to Tawang from Itanagar with inspector Mohan Kaye and constable Vikram Singh.

He had handed over one of his cell phones to his driver while leaving the vehicle at Tippi market and asked them to wait for him at a nearby river where he was supposed to join them for lunch. IGP (Crime) Arvind Deep on Thursday informed that the police had definite clues on Chauhan’s whereabouts and the case would be cracked soon.

Chauhan who was transferred to Delhi on October 8 and relieved from duty on October 10 surprisingly did not leave the state. An IPS officer of 1998 batch of the Union Territory cadre, Chauhan is heading the SIC constituted by the Gauhati High Court in 2008 to probe the multi-crore PDS scam in the state.

He had charge-sheeted 56 persons in the scam. He was waiting for prosecution sanction of the Arunachal Pradesh government against another 36 accused in the Rs 1000 crore PDS scam. He was also instrumental in stalling the release of 56 crore to PDS contractors through an affidavit of the Arunachal Pradesh government in the Supreme Court. PTI

 

 

144 CrPC imposed in Pasighat

PASIGHAT, Oct 19: East Siang District Magistrate R K Mishra imposed 144 CrPC in Pasighat with immediate effect from Friday evening.

In an official statement Mishra said Bandh called by various organizations on 21st Oct next may disturb the peaceful atmosphere of the town in particular and the district as a whole. Considering the ongoing festival season, he appealed the civil society to come forward with a resolve that no hardship is caused to the public during the festival time. In the prohibitory order, the DM stated that no person shall convene, join, organize or assemble in a group of four or more persons in any public place and hold any kind of meeting barring the premises of Puja Temples, Pandals etc and the routes of procession connected with immersion of Durga Idol. No public meeting especially at Siang Guest House, Solung Ground or any other public places including hotels shall be conducted without the prior approval of the DM. No person shall indulge in any activity, which may cause breach of public peace and tranquility, said Mishra in the statement.

Earlier this morning, RK Mishra also held a review meeting on law  and order situation of the township which was attended by Magistrates, HoDs and security personnel. He instructed the HoDs to ensure full attendances in their respective offices. Mishra discouraged bandh culture stating it yields nothing. Agitations and bandhs badly affects the  day to day life of the common people. He however appreciated the officers and staffs who attended their duties during the last bandh showing loyalty to the government. DIPRO

 

 

DSU slams Doimukh PWD

No misappropriation of fund, clarifies the dept

ITANAGAR, Oct 19: Citing the news item published in this daily regarding misappropriation of Rs 4.16 crore for purchasing spare parts of bulldozers and rollers by PWD Doimukh division during 2008-09, the Doimukh Students’ Union (DSU) today strongly urged the department to furnish the details expenditure made for purchase of spares parts of bulldozers and rollers. In a release DSU stated that PWD is not maintaining the Gumto- Doimukh -Bage tinali road since last couple of years.

“Even though the condition of the said road has deteriorated over last few years but surprisingly as per the CAG report PWD department has misused fund incurring losses to the public money meant for  Doimukh area,” DSU said in a release.

The union has urged the  executive engineer, PWD, Doimukh division to carry out maintenance work of Gumto-Doimukh to Bage Tinali road immediately, failing which they have threatened to launch democratic movement.

Meanwhile, reacting to the news item published in this daily on Oct 19 under the sub-headlines ‘Misappropriation of Rs 4.16 crore by Doimukh PWD division,” T Gongo, Chief Engineer, PWD (WZ), clarified that there was no misappropriation of Rs 4.16 crore by Doimukh PWD. Reply in this regard had already been furnished to the AG authority in convincing and justified manner, he said in a release today.

The amount of Rs 4.16 crore was accumulated for last 5 to 6 years which was cleared during 2008-09, the release further clarified adding  “relevant documents were placed with the Accountant General and it seems there are no irregularities and misappropriation of money as mentioned in the news.”

Giving details of the functioning the PWD division, the release said “the Doimukh PWD Division has various major roads which remains disrupted  in monsoon season.  The department has to restore the damaged caused by natural calamities in urgent manner in absence of any allocation to keep the roads open to traffic movement. During the period from 2003 to 2009, there were several natural calamities causing  severe  road damages and the reports were conveyed to the district administration and the other authorities concerned time to time.” It further said, “during above mentioned period, the T & Ps were used to clear the road but the liabilities were not cleared to the contractors as there were no sufficient fund for maintenance.” The CE further informed that the authority provided the fund to clear the pending liabilities in the year 2008-09 and it was cleared by issuing work orders etc.

 

 

Sille river erodes govt. land; no protection measures

RUKSIN, Oct 19: Massive erosion by Sille River has posed serious threat to Industrial Growth Centre and Poba Reserve Forest at Leku beat portion near NH-52.

The river has eroded a large portion of Poba Reserve Forest and also posed threat to the existence of Industrial Growth Centre.

The river created flood havoc in the area washing away several acres of fertile land on both sides of the river during the last monsoon. The river which has changed its course at several locations badly damaged Gagur irrigation channel near Niglok village and created water supply problem in the area.

Though erosion by the river has posed serious threat to large area of forest land at both Assam and Arunachal neither the Arunachal Pradsh nor the Assam government is taking any anti- erosion measure for protection of the forest lands.

 

 

DHS review meeting held

DAPORIJO, Oct 19: A Review Meeting of the District Health Society, Upper Subansiri was held under the chairmanship of Deputy Commissioner T. Taggu at Rijo Conference Hall here today.

The meeting was attended by DMO Dr. D. Bagra, DRCHO Dr. N. Geyi, PRI members, Medical officers, HoDs, Administrative Officers and other officers and officials of the Health department of the district.

During the meeting, DRCHO Dr. Geyi reviewed the activities undertaken by the department in the previous year 2011-2012 and   briefed the gathering on the shortfalls in meeting targets set by the central government and the non functioning of various PHCs and sub-centers in the interior areas.  He also informed about infrastructure created by the department during the year.

Dr. Geyi also informed about the interest taken by some villages and schools in spreading awareness on health issues through camps. He urged the PRI leaders, medical officers and ASHAs to play an active role to improve the overall health situation in the district.

DMO Dr. Bagra, through a presentation, explained about the activities and programmes that will be undertaken by the department in 2012-2013 and the fund allotted for it. He highlighted the importance of regular post and pre natal checkup, institutional delivery, full immunization etc of pregnant women and cash incentives to mother under Janani Suraksha Yojana (scheme).

The Deputy Commissioner, while emphasizing on conducting such meeting for providing better health care services, said that cooperation and support of the PRI members and administrative officers of the interior circles towards the MOs and ASHAs is vital in providing better health care facilities to the rural poor.

NEDFi workshop on micro finance

ITANAGAR, Oct 19:  The North Eastern Development Finance Corporation Ltd. (NEDFi) Itanagar branch organized a 2 days workshop cum training programme on “Micro Finance For Beginners” at SIRD Conference Hall, Itanagar from October 18 – 19.

A total of 32 numbers of participants from 20 different local NGO’s with their reach in almost all the districts of the state attended the programme.

NEDFi has been working towards developing and supporting NGOs in providing microfinance services to the “needy” for taking up income generating activity. This programme was organized with an aim to build up the capacity of the local NGOs in the field of microfinance for promoting the microfinance movement in Arunachal Pradesh.

The resource person for this program Prabin Kr. Singh, Manager, NEDFi Guwahati explained in detail on basic fundamentals which need to be understood by a beginner NGO venturing into microfinance activity. He also presented practical scenario of microfinance by sighting few live examples. Singh also informed the participants to take initiatives for starting microfinance in their respective areas for which NEDFi would extend all the necessary support and guidance in future.

Branch Manager, NEDFi Itanagar branch, Alen Nabam, said that as per NEDFi’s past experience in the field of microfinance, the NGOs of the state needs to enhance their skill and knowledge for proper implementation of microfinance. For this, continuous capacity building effort is required from various stakeholders.

Further, he informed to the participants that if necessary, NEDFi will organize many such programs in future provided the NGOs also respond positively to such initiative. This will enable the NGOs for channelizing the benefits to the grassroots level.

 

 

Dozer team lift the 1st ever Deed Youth Club Football Tournament

ITANAGAR, Oct 19: Dozer team of Deed village defeated Kara Dadi of Palin, Kurung Kumey 2-1 in extra time in the final to lift the first Deed Youth Club Football Tournament on October 14.

Kara Dadi took the lead in 15th into the match minutes with a goal scored Biri Sonia.  Dozer equalized in the first minute of the second half by John Neelam. Koj Tatung scored the winning goal in the extra time.

Biki Ajit of Kara Dadi team and Mingu Bage of Dozer Team were adjudged the Best Player and Best goalkeeper respectively.

John Neelam of Dozer Team became the highest scorer with 9 goals in his kitty. Govt. Secondary School, Deed was chosen as best discipline team.

The winner was awarded cash prize of Rs 50,000 and the Runners up team was given Rs 30, 000. Cash awards were also given to the disciplined team and individual winners.

Earlier, the tournament was inaugurated by MLA Likha Saaya.

The tournament was organised by Deed Youth Club,under Pistana circle, Yachuli.

 

 

School under threat of massive erosion

Aalo, Oct 19: Erosion by Sipu River has posed serious threat to existence of St. Mary’s School located at Puak Gumin.

The situation has worsened during the flash flood as large chunk of school land all along the riverside has been washed away.

The boundary wall erected by the school authority along the riverside and the residential buildings constructed just inside the boundary wall are in immediate danger.

The problem faced by the school has been brought to the notice of the authority by the School Management Committee and the Puak Gumin Welfare Society. West Siang Deputy Commissioner, Marnya Ete has also personally visited the spot to take stock of the situation.

The entire Puak Gumin area is prone to flood and erosion takes place there every year. One of the oldest colonies of Aalo Township now requires a concrete and permanent flood protection measures with sound budgetary support from the government to prevent erosion.

The school located in the riverside is equipped with huge school buildings and other big assets to cater education needs of the local populace needs Government’s immediate attention to protect it.  DIPRO

 

 

Review meeting on Panchayat election rolls

YINGKIONG, Oct 19: The fourth review meeting on Panchayat Electoral Roll was held under the chairmanship of the Additional Deputy Commissioner-cum-DPDO Rajesh Panyang in the conference hall of Deputy Commissioner’s office here today.

Representatives of PRIs from Yingkiong and Jengging circles headed by ZP chairmperson Dunggoli Libang and Political parties, including INC and BJP attended and participated in the discussion.

ERO, Yingkiong Tapik Pertin explained the objective of the meeting, different problems, date and time of enrollment, claims and objection, publication of draft electoral rolls and its final publication etc.

During the discussion, ADC Panyang narrated his long experience in dealing with registration of voters names in the electoral roll and all the EROs, AEROs, PRI members, representatives of respective political parties unanimously agreed with the decision given by him.

AITC demands Govt clarification on CAG reports

ITANAGAR, Oct 19: The All India Trinamool Congress (AITC) Arunachal Pradesh unit today demanded Chief Minister Nabam Tuki led ruling Congress Govt to clarify its stand on the alleged huge miss-appropriation of public money by the state Government officials as per the CAG reports.

State Govt should not remain as mute spectator over the CAG reports of March ended 2011, the  state AITC said in a release. The Party said that the CAG reports have exposed the credential of the ruling Congress Govt. and it is a clear case of massive looting of the public money.  The State Government shall initiate legal action against the officials who were responsible for embezzlement of public money in nexus with the local firm, contractor and public sector undertakings, the party said.

It is shocking to know how various departments of state Govt are indulging in misappropriating the public money in tune of crores of rupees meant for various development projects, the party added.

 

ASH organizes donors motivation seminar

ITANAGAR, Oct 19:  A Donors Motivation Workshop cum Seminar was organized as part of the month-long National Voluntary Blood Donation Day program by Arunachal State Hospital (ASH), Naharlagun under the aegis Arunachal Pradesh AIDS Control Society at Vivekananda Kendra Vidyalaya here today.

Dr.Moli Basar, Medical Officer (ART), ASH, Naharlagun presented a PowerPoint presentation on importance of voluntary blood donation.  A general health check-up was also conducted for the students on the occasion.

Drawing and essay writing competitions were also conducted on the subject “Importance of Blood Donation” among the students.

Over 650 students from different classes of the vidyalaya participated in the program.  

 

Association condemns demolition of

Anganwadi centre

ITANAGAR, Oct 19: Arunachal Pradesh Child Development Project Officers’ Welfare Association (APCDPOWA) strongly condemned the act of demolition of an Anganwadi (AW) building of Buka Angwadi Centre under Kimin ICDS Project by Assam Forest Department.

Anganwadi centres cater services to its targeted beneficiaries without distinguishing area or region. Demolishing of AW building is an act of putting intentional obstruction to the activities and services being rendered to its beneficiaries and defies the very motto of universalization of ICDS mission, APCDPOWA said in a release.

APCDPOWA appealed to the authorities concerned to initiate action against erring officials and award them punishment accordingly. It also demanded reconstruction of the demolished building by them so as to restore Conducive atmosphere within the mapping zone of said AWC.

It also lamented prolonged boundary disputes between the two sisterly states and urged the government for early solution of the same.

 

SEEDS conducts awareness campaign

ITANAGAR, Oct 19: The Socio Economic Educational Development Society (SEEDS) has conducted a sanitation awareness campaign in collaboration with Public Health Engineering Department at government middle school Basarnallo under Sangdupota circle on Oct 18.  The basic objectives of sanitation awareness campaign was  to create awareness on drug abuse, preservation of flora and fauna and socio-economic upliftment etc.  

Attending the programe Nabam Radhe ASM Jote Panchayat urged the panchayat leaders to take active part in such programme.  Executive Engineer PHED Tadar Mangku highlighted the importance of the sanitation.  SEEDS chairman Nabam Simon also stressed the importance of awareness campaign.

ITANAGAR, Oct 19: The Department of Economics, Saint Claret College, Ziro, organized the annual departmental seminar on the topic, ‘Market Forms’.

Speaking on the occasion as the resource person, Prof. A. Mitra, Department of Economics, Rajiv Gandhi University, Doimukh highlighted the various forms of market such as Product market, Factor market, financial market and Hypothetical market.

Chera Talo Memorial Volleyball Tournament begins

ITANAGAR, Oct 19: Parliamentary Secreatry Lokam Tassar inaugurated the first ever Chera Talo Memorial Volleyball Tournament organized by Chera Welfare Society at Koloriang today.

The inaugural match was played between Sangcha Ajin Parsi Parlo and Bengia Welfare Society in Men’s category and Yumlam village vs Kasturba Gandhi Balika Vidyalaya Koloriang in Women’s category.

A total 20 teams are participating in the tournament out of which 14 are women teams.

Kurung Kumey DC Rajeev Takuk and GBs, senior citizens, public and panchayat leaders attended the inaugural day.

 

Parl Secy. visits Nyobom village

AALO, Oct 19: Parliamentary Secretary Power (Electrical) Gojen Gadi paid one day official visit to Nyobom village near Old Market Basar on October 16 last.

Gadi interacted with the villagers to know about their problems and other grieavances.

Responding to a public memorandum submitted by Nyamin Nyodu on behalf of the village pertaining to infrastructure, sanitation, water supply, drainage system, Gadi assured to sanction two additional classrooms at Govt. Middle School Basar, two toilet rooms for boys and girls separately and provide proper drinking water supply.

AISES main schedule data entry works completes

ANINI, Oct 20:  Unfazed by the devastating flood, Lower Subansiri DDSE office completed time bound work assigned by the NCERT department regarding AISES main schedule data entry within time.

Bopai Puroik, EAC appreciated the work done by Diganta Mihu,  Programme Officer and Rajendra Prasad, DIO in such odd situation and congratulated both of them for the completion of the AISES main schedule data entry within the time.

The EAC said that such dedication and work culture is also needed in other state govt as well as the central govt. departments.

Programme Officer  Mihu informed that common  public can get more information related to NCERT schools information like  number of schools available in the district, numbers of the teachers and student in each school, types of school building, accommodations facility, classes availability   etc soon  in the aises.nic.in as all the district in India will complete the data entry from their side.  DIPRO

 

APTA to promote tennis in Arunachal

ITANAGAR, Oct 19: The newly formed Arunachal Pradesh Tennis Association (APTA) would promote Lawn Tennis in Arunachal Pradesh by providing a platform to the budding players to expose talent.

Lawn Tennis is a international game with a distinct status but this game has not been given due attention and importance in this hilly state. Many budding players could come up to make the state proud, if they are given a proper opportunity, opined the president Dr. Hatobin Mai and Secretary Niglar Veo.

The Association would carry out the activities by organizing the events in the state capital and all district headquarters to promote the young talents. The Association would  also provide sponsorship to the talented players to promote them in the national and international forum.

 

Org demands Airport at Karsingsa

ITANAGAR, Oct 19:  All Arunachal Pradesh Youth Organization (AAPYO)  today demanded the state Govt for the restoration of Greenfield airport at Karsingsa site and to stop any official procedures for the construction of airport at Hollongi site.  In a representation to Chief Minister, the organization said that for the interest of common people it is demanding for construction of airport at earlier site. The Organization sought the intervention of the CM for immediate solution to the matter, or else, it said,  would take the path of agitation.

That sir, as you are well aware that the whole of Anjaw district is cut off from the rest of the world since the beginning of Oct due to road blockade caused by unprecedented rainfall and landslides.   The people of this district are facing untold miseries due to acute shortage of essential commodities, life saving drugs followed by disruption of road communication in several places.  Therefore, I request the authority for early restoration of the road communication.

Moreover, the BJP is going to organize “Jara Yaad Karo Kurbani’ programme at Walong in November to pay homage to those martyr soldiers who sacrificed their lives at the altar of duty during Chinese aggression in 1962. Therefore, early restoration of road link is highly expected to facilitate participation of  large number of people in the programme.

A good laugh indeed

Dear Editor,

It is always amusing when people get the exact touch or cord of our sarcasm, but it is more amusing if that person catch the idea or visual treat we want to portray minus the very sarcasm itself.

This morning like every day, when I was going through the news and other articles in your newspaper my attention got caught of Taba Ajum's picture on the pathetic condition of road in Arunachal vis a vis Itanagar with the caption "Readers should not get confused...a lake at NH52(A) near K.V. No.2...". Just as I was laughing at the sarcastic descriptions of the picture, a colleague of mine (who is a non-Arunachalee) peeped in from behind and asked me...,"HEY! WHICH RIVER IS IT??” I could not help but burst into laughter’s. My friend got startled, looked at me amused, then to the picture again and read the caption. He had a hearty laugh too. It was a good laugh: a laugh on the trouble and inconvenience we have to face every day, a laugh on the pathetic condition and shame we face every day when people from other state comment on lawlessness and corruption in Arunchal. At last it was a good laugh on the corrupted system and the people involved in it.

Take proper steps for better education

Dear Editor,

Through the columns of your esteemed daily, I on behalf of Arunachal University Students Union, would like to remind the State Govt. that there is State University in Pasighat affirmed in 2010-11. Unfortunately, the students of this university are facing numerous problems due to lack of Govt initiatives. Regrettably, there is no curiosity and assistance made by the Govt. to make the institute progress and exist. There is no separate faculty for the P.G students, academic system is operating by the lecturers of J.N.C Pasighat which resulted into abysmal academic scenario.

There is no laboratory facility to carry out the practical works which deeply hinders the Post Graduate Geography students, besides there is no proper class room  and hostel facility for women.

So it is my sincere request to State Govt. and concern Deptt. to take appropriate steps and extend all required assistance for smooth running of the institute  for better education.

Women in Bhutan and politics

According to a new study, factors like household duties and low self esteem, have prevented women in Bhutan from participating in politics.

Household responsibilities, low self-esteem, illiteracy, fewer role models and lower expectations prevent Bhutanese women from actively participating in local politics, according to the some of the findings of a new study released by NCWC with support of UN Women in Thimpu.

Commissioned by the National Commission for Women and Children (NCWC), the report, ‘Women in Politics: Status of Women’s Political Participation in Bhutan’, is based on a survey with 822 women and 714 men in rural and urban areas of Bhutan during June and July 2011.

According to the study, Bhutanese women have fourteen per cent representation in Parliament and seven per cent at the local government level. The report also finds that a majority of women (57 per cent) are interested to join politics. They are, however, held back by constraining factors such as lack of education and training as well as limited involvement and skills in decision-making. They also suffer from low self-esteem and poor-self image, and have to carry the burden of being a housewife, mother and provider.

According to the study overall 61.7 per cent of those surveyed felt that the burden of being a mother, domestic work and income generation prevented women for participating in public life. Notably 42.7 per cent felt that women have lower expectations of their leadership capability in politics as around 38 per cent saw leadership and politics as a masculine activity.

The study also revealed that about 51 per cent people perceived women as ‘passive participants’ in decision-making whether at home, in the village or at the gewog (block) level and 67 per cent believed that illiteracy or lower educational level was a major barrier to women’s participation.

Bhutan has in place an adequate election system with fairness of the electoral process at the local levels being at a commendable level. However, the system needs to have inbuilt mechanisms to motivate women’s participation in local polls.
